Yes, and yes.
On the former, I'm astonished that ED listened to the community. Granted, it's a payware addon/patch but $15 isn't a big deal and will allow everyone to fly what they want with the choppers so I'm all for that.

It's about getting another $15 off of you for a patch/addon for Flaming Cliffs. It's worth the money, it'll fix all the fecked up shit with FC and bring the game back to life. It also makes it compatible with Black Shark.
