I think she was talking about the 3 shot limit on waterfowl guns(they use plugs to adapt some shotguns). That said, the analogy is sort of lame. No one, even the wildest pro-gun folks I know(and you know who you are) has suggested open season on their fellow humans, at least not that I've read.
