Using children or people as human bombs is what Terry Taliban does best, along with IEDs etc. However to our credit, our armed forces, while aware of that kind of threat, do not treat everyone as a human bomb, just as a potential one.
In places like Afghanistan there there is a class system where poor folk are nothing but serfs, the local militias and police are not immune to the same kind of stuff the Talibs do either. Ask anyone who has done a tour over there and they will tell you that this kind of thing happens all the time.
