Harrisburg has issues, as do a lot of other mid-size municipalities here. Has to do with restrictions on local taxation, etc, but far to dull to delve into.

That "etc." would include spending, budgeting and borrowing?
It's yer state capital, I'll take yer word on it being dull.

no, Pud, it's more around how the revenues(tax monies) are distributed. Far too much controlled by the Commonwealth, far too little dispersed to mid-sized cities, in proportion to population and needs.

If ya can't get the wrong folks out of office on the local/state level?
How do you expect to keep the wrong folks in on the federal level?
