The Cuban government's effort can be interpreted as an effort of good will, but it is for the most part a very profitable endeavor for them both materially and for international reputation. To a degree of course, it's at the expense of the Cuban people, who's access to that level of care is extremely limited. Look at all the data around the net, talk to Cubans, see the obvious, or cherry pick the 'good stuff'. I liken the "Regressive's" perspective on this as akin to lickin' icing off a turd.
