If you noticed it is for West Point. a school i.e.for training/familiarization.

The U.S. Army uses riot gear in many overseas locations. I was issued a set when doing a Kosovo tour, you know we are the world's police. The U.S. Army National Guard (State controlled) has riot gear on hand for domestic use, the Regular Army cannot be used against U.S. citizens per our Constitution.
