This came about after? During? Before?
Yer "draconian" gun laws took effect?

This won't happen here, it ain't Constitutional.
If it did? Without registration..ya couldn't enforce it.
Everybody might say?
They took it all.
Or, they simply wouldn't report it.
Theft would still be a big issue.

So many folks possess firearms in this country, no politician would go along
with "taxing" their voters this way. The expense, alone, would have them "foaming"
at the mouth.

The Illinois F.O.I.C. Firearms Owner Identification Card, which
the State of Illinois has required for more than 30 years?
Has done nothing to abate, the murders and assaults there.
It will do nothing for nobody, nationally, no where.

in Chicago? With the violation of this:

Chicago Mayor Rahm Emanuel has sent a proposal to the City Council to increase jail time for anyone who fails to report that their guns have been lost, stolen or sold.

Emanuel's proposal made at Thursday's City Council meeting was expected. It comes a day after Cook County Board President Toni Preckwinkle introduced a new ordinance that calls for a $1,000 fine for anyone who does not report the loss, transfer or theft of a firearm within 48 hours.

Under Emanuel's proposal, the jail sentence for anyone who fails to make such a report would be as long as six months, doubling the current 3-month maximum sentence.

Intimidation and Registration are the Prerequisites to Confiscation.

Apparently, Chicago is at the top of that list.
