speaking of not figuring stuff out, who gave you the notion that the President creates the budget? That is Congress' job, the executive merely executes the budget. You breadth of ignorance in only barely surpassed by your lack of grasp on the English language, or interest in unbiased reportage.

Maybe it's US code:
“On or after the first Monday in January but not later than the first Monday in February of each year, the President shall submit a budget of the United States Government for the following fiscal year.”

but that is but a suggestion. He does that immediately after the State of the Union, traditionally. Obama has done so, yearly. The fact that Congress doesn't enact a budget is the reason we haven't had one.
