You are closer to understanding what I said and the why of it. The time for Obama to act was 10 days ago, it's ten days later and he needs another ten days to wait on Congress. No wonder Benghazi was a slaughter house is such a short time. I wonder how long it takes Obama to work up the courage to take a shit and when he does eventually take that shit....who he blames it on. Throwing his screw up in the lap of Congress and waiting ten more days (no early recall stated) is a feeble attempt to sweep his turd under the collective American rug, all while the entire world watches him do it. Yup, Obama is known for how he cleans house.
Should the Republicans vote "present" the entire Obama Problem falls into the Dem lap. This vote is not required/mandated by law. It puts the entire issue on Obama's shoulders/hind end where it belongs and the rest of Dem's can jump on aboard. By voting present, it's a win win for the Repubes. It also, places the Responsibility and Accountability back where it originally belonged...on the lip of Obama.

Conveniently, you forget, your president has had the Authority to Act on this matter independently of the Congress for more than ten days... He hasn't. Pretty much what HH is saying stands.
