for historic reference, note the difference in Europe post WWI(no economic assistance, a descent into radical fascism) and post WWII(Marshall Plan, resulting in decades of peace and stability). Who knows what the exact details will be, but what they envision is an economic path forward, both in the Middle East and in Europe, for young people in the Muslim communities. The most radical pockets in the Islamic fold are the poorest. The recruitment comes from disenfranchised youth. The bottom line is that this is a START at looking at an approach past the failed, "kill all the terrorists" approach which has merely led to MORE terrorists.
