well, I'm always a bit leery about the Examiner, but a quick double check shows that DC is 'looking into it', based on success in a handful of much smaller municipalities. If it works, fine, but I(and seemingly most people) can't see how it is close to workable in a major city.

Also, known in Europe as the 'hand out-hand in' migration policy. What's really great about this system? No more prisons, courts or cops and the word 'fear' to be removed from common language. actually, there is nothing that bizarre about giving incentives to reduce recidivism. Nothing socialist, either. It's just that while it has worked fine for small towns, dealing with, say, drug offenses, petty larceny and all, you can't just scale it up to violent crimes or gang-related crime. Note that Pud has the utter stupidity to reduce it to a bleak view of the future, and somehow tie it to politics, which DHs link clearly does NOT do. In fact, the Mayor(of the same party as the council, by and large) rejected the idea.
