not really, Wullie. You see, I have some respect for Ruggie. You, on the other hand, seem to operate in the slow lane, doing your level best to propel the US toward 2nd class nation status. if you refer to NG or state militia (as you quoted me, my spelling HG for NG notwithstanding), being mustered, then why quote it like i said it wasnt so?

if you aver that AZ gov can indeed muster regular troops to form a "state army", outside of NG/SM, then by all means, show the source for this please

The Guard is a "state army".

It's not so much the governor "swelling" the ranks as it is people joining the Guard in Arizona. Typically the Guard are part time soldiers. But with the military recruiting as much as it is I don't see why someone who is qualified to join the military can't go into the Guard in AZ.

the NG does what governor tells it to do, but the Fed is responsible for the force itself, and of course can preempt its use for federal (war) purposes
