The holy grail of government spending. I would dare say huge cuts could be made in those programs if they could ID the fraud and waste which is rampant- the abuses in both systems BY those agencies is beyond scary. But, good luck. A bill designed to quit buying new cars every two years simply became "elderly prevented from visiting my 60 million in cuts"
Get an outside source to get in there and trim the fat. step one.

There is a serious flaw in the BC though.
I did not catch it, and the people who
conspired to forge the fake tripped over
a simple time line issue as most forgers do.
They used the politically correct term "African" instead
of what ANY person of the time would use "negro".
And I mean any American of the day, including us
would have called him a NEGRO.
