Jefferson did think that 'revolution'(a term he and his peers used to describe wholesale change, not necessarily violence) was key to a nation and it's governance every generation. He realized that times change and so do conditions. More germane to ponder is TJ's view of a bll of rights:

the highlighted part explains the true Meaning of the 2nd amendment, and the need for it at those times. Since we have had a standing Army since around 1825, that, I'm quite sure, is something that Jefferson might see fit to revisit. I suspect he would wish to dissolve the army rather than disarm the people, old rabble rouser that he was, but might be wrong. My point, however, is that the horse has left the barn there. We are going to have a national military infrastructure, hence no need for the 2nd, actually.
