Where do you get that gun laws need to be better enforced? As much as I dislike the ATF (ya know, killing those kids in Waco) they and local law enforcement in most jurisdictions are doing a bang up job. Here's how it goes:
Say a gun is stolen, used in a crime. Cops look in their database and see that it was manufactured by X Company and they ask them which distributer/wholesaler they sent it to. Said distributor/wholesaler tells them that Ruggles Q. McButt bought it from them. Cops contact me and ask me who I sold it to. Since I'm one of the good guys I even have a photocopy of the Driver's License and form they filled out for the Sheriff's Department instant check. This points them back to the original purchaser. They contact purchaser. If they've sold it (some states don't allow private sales) usually they have some idea who it was sold to. It's not perfect but the system works. Stolen guns that are reported stolen are entered in the NCIC database. There are many ways to check who and where then there's the other ways cops check (fingerprints, DNA, ballistics, ejected casings, etc).
Even here in AZ cops that are pro gun have no problems taking away a firearm from someone who shouldn't have it. They have no problems filing charges if someone has a firearm illegally. It's a top priority here and it was in Vegas when I was working in a gun store there. I know for a fact it's the same in Texas as well as the Republik of Kalifornia. I'd bet money it's a top priority where you live.
You originally started with your "enforce gun laws" rant as a result of that photograph and/or discussion of the cartels having tons of weapons. They don't buy guns legally. They're too hard to get and pass the Federal background check. The guns are stolen. I remember many many years ago ('95/'96 IIRC) that ATF showed up at one of the largest gun stores in town cuz 1500 firearms were missing. Most were rifles. Those guns started showing up in Ireland and south of the border (U.S.). Every one was stolen. That's how the cartels get their firearms.
