and if they pay above minimum wage, their fruit cannot compete for price in a global marketplace(or, in this case, a marketplace that includes all of the Americas). You see, Ruggie, stuff gets complicated. They are paying the minimum US agricultural rate, legal and all, and yet, with 16% local residents jobless, no one needs money enough to take the work? Why?
