wow, that could've been invoked for Reagan's entire 2nd term, the entire Bush Presidency and great parts of about 6 other Presidents that come to mind, easily. Wishful thinking by Breitbart, aimed at the 'not-too Breit' members of the population as always.

The definition of could've is something that potentially might have happened if it weren't for another alternative.
An example of could've is for a student to say that he had the potential to do his homework instead of choosing to go to the basketball game.
