oh, this could be a popcorn YEAR, Res. Take this example, and extend it all year long. I suspect Obama will be pushing forward stuff that has been avoided far too long, yet is immensely popular. Every responsible poll around background check tightening shows it to have over 80 percent support from the public, so Obama is literally forcing legislators to run against 4/5 of the electorate with knee-jerk opposition. I think you will see a year of similar efforts, which might well paint one side into the tight corner in which they will clearly be out of step with the public will. It can, and will be, easily shown that tightening background checks and putting enforcement against those who ignore such checks, is NOT the same as 'coming for our guns'. Likewise, there are quite a few other issues that will resonate with the general public that can be addressed without Congress, should the legislature wish to remain motionless, and which will prove extremely difficult to oppose politically.

I don't think Obama has a clear understanding of the term "lame duck President". He just keeps getting stuff done.
