It was a 'ruse' from the beginning. A very old 'ruse' at that. Create a crisis, throw in a piss poor substitute...at the last minute...and get everybody to do the wrong thing...cuz, it's better? Than Nothing. And, it's ok...cuz, we fooled everybody into doing it.
